You can't access the pay run finalisation in two situations.
Situation #1: You have shift workers' timesheets pending validation
Go to Rota > timesheet summary
Edit and approve pending timesheets
You should receive a notification that your pay run is ready for finalisation
Situation #2: You have contractors or temps' timesheet pending validation
Open the notification panel
Click on examine
Validate all the pending timesheets
